Why is it that California has the highest gas tax rate?

As it stands from December 15th 2023 "tax revenue will drop substantially, according to a new state analysis" (Lazo). This is due to the rise in zero-emission cars, buy less gas, less taxes to pay. However the issue here is the tax rise itself, as electric cars make their way onto roads less people pay for those taxes, leaving gas car users to pay more. Taxes are to serve as a way to cover the cost of the service.

"Many states have not indexed their rates for inflation, leading the real value of gas tax revenue to fall behind infrastructure spending needs across the country" (Hoffer, Adam, and Jessica Dobrinsky-Harris)

 California has addressed this issue several times before.

In summary as the issue has been addressed it hasn't been solved, road keep up is important for all persons with a license, however it is becoming true that not all drivers pay for gas, yet those who pay for gas, pay the road keep up taxes.
