Possible Solutions
The Tax Foundation has proposed their solution to this issue and it is as follows:
"One long-term solution would be to tax vehicle miles traveled (VMT) to ensure that those driving on the roads are paying for the roads. VMT pilot programs are ongoing in all 50 states" (Hoffer, Adam, and Jessica Dobrinsky-Harris).
I do believe this solution is long term and proposes a general fix, however it could then be proposed that as cars with the same amount of gas may travel a variety of miles.
My proposition.
Big oil companies benefit from gas tax raises, however as their profit widens that gap between California's gas price and other states increases. The idea I propose is to tax the oil companies at higher rates. Consumers would then feel relief on the revenue tax as the oil companies would cover a percentage based on earnings.
